LAPU-LAPU CITY, Cebu – Leaders of the Association of Southeast Asian Nations (ASEAN) on Friday adopted the Cebu Protocol to Amend the ASEAN Charter, marking the first revision to the bloc’s charter since it was signed in 2007.
