MANILA, Philippines — Former Rep. Kiko Barzaga may still run in the special elections in the lone district of Dasmariñas, Cavite, even after he was expelled by the House of Representatives, the Commission on Elections (Comelec) said on Wednesday. This is what Comelec chairperson George Erwin Garcia answered when asked if Barzaga can file his certificate of candidacy should he decide to run for the post from which he was expelled. “He can still file [a certificate of candidacy] because his expulsion as a congressman is not a perpetual disqualification to hold public office,” Garcia told reporters in an interview.
