MANILA, Philippines — House Deputy Minority Leader Leila de Lima said on Friday, November 28, that the P110 million in cash returned by former Department of Public Works and Highways (DPWH) engineer Henry Alcantara is just a small fraction of the trillions allegedly lost to flood-control projects kickbacks.
