CAGAYAN DE ORO CITY — The Union of Peoples’ Lawyers in Mindanao (UPLM) hailed the International Criminal Court (ICC) Appeals Chamber’s unanimous decision to deny former President Rodrigo Duterte’s interim release, calling the ruling a necessary safeguard for victims and witnesses.
