MANILA, Philippines — Sen. Francis “Chiz” Escudero showed up at Wednesday’s plenary session amid an alleged boycott by his allies in the 13-member majority bloc. The Senate failed to convene in the past two days, with Senate President Alan Peter Cayetano and other ranking Senate officials absent to call the session to order. The Senate had been adjourned since Tuesday, during which some members of the 11-member minority bloc walked out of the plenary while debating the proposed online participation of senators in Senate proceedings.
