‘Ka Amihan,’ the NPA's voice in Caraga, seeks fresh start

SAN FRANCISCO, Agusan del Sur — For about a decade, the aliases “Ka Amihan” and “Sandara” was the voice of the communist rebels in the Caraga region (Region 13). The woman behind those aliases, former Northeastern Mindanao Regional Committee (NERMC) secretary Elena Estaniel Rambuyon, 56, had surrendered to the Army’s 3rd Special Forces Battalion in Barangay Saint Christine, Lianga town last July 24.
